FEMA recommendations that likely won’t happen

There are plenty of ideas for reforming the Federal Emergency Management Agency (FEMA). Most of them are programatic and center around changes to how different portions the federal government administers different programs, e.g. the National Flood Insurance Program (NFIP).

However, as he points out at the end of his piece, it is unlikely that that type of thoughtful and measured approach will be taken.
